Eligibility and Selection
Your district might be interested in participating in the eMINTS Supporting Effective Educator Development (SEED) grant project funded by the U.S. Department of Education. Schools who sign up for participation are vetted for eligibility.
To be eligible, schools must be high-needs rural schools in Missouri or Kansas with a student population of at least 50% qualifying for free and reduced lunch status. Schools deemed eligible are randomly selected for participation and randomly assigned to treatment or control groups as described on the External Evaluation page.

The process to apply for participation is as follows:
- Interested schools have already submitted an intent to apply. Districts identified a contact person. Schools who expressed interest were vetted for eligibility - have a rural locale code of 32,33,41,42, or 43 and have at least 50% FRPL population.
- By February 1, 2019 eligible districts must complete the Building Eligibility Form that was emailed to the district contact for each middle school you would like considered for participation.
- Await notification by the American Institutes of Research (AIR) of each school’s eligibility to participate.
- Eligible districts will receive information about an online informational meeting. Ask your staff to attend this meeting and work with them to make an informed decision about participation.
- Submit an application to participate for each eligible school and sign a Letter of Commitment that states your agreement to participate in the project.
- Applicant schools will then be randomly selected for participation.
- Those schools selected for participation will be randomly assigned to either treatment or control conditions. Final selection should be completed by April 15, 2019.
- Schools Assigned to Treatment:
- Participate in two years of professional development in the 2019-20 and 2020-21 school years.
- Schools Assigned to Control:
- Continue typical practice during 2019 - 2021 and submit data to the project which will serve as a comparison for treatment schools.
- Participate in two years of professional development in 2021-22 and 2022-23 school years
- Control school participation in the project is contingent upon approval of a two-year grant extension by the federal Department of Education.
